Is a type of banking service provided to unemployed or low-income individuals or groups who otherwise would have no other access to financial services.

Capital aid for Employment of the Poor Microfinance Institution is established by Ho Chi Minh City’s Confederation of Labor and officially approved by Ho Chi Minh City’s People’s Committee on 2/11/1991. CEP operates as a non-profit institution with the mission of working with, and for the working poor and low-income members of the community to sustain improvements in well-being, through the provision of microfinance and complementary non-financial services in an honest, efficient, and sustainable manner.

CEP serves the working poor, low-income members of the community, with at least 80% of first-time clients in the poor and poorest categories according to CEP's poverty classification.

CEP's goal is to ensure social security for low-income people in Vietnam through practical and effective products, financial services, and community development programs.

To receive loans, clients are required to supply:

  • A photocopy of the Identity card
  • Proof of income and working at units (a requirement for the Working poor)
  • Proof of residence (a requirement for the Low-income member)

An exceptional value in CEP activities with the aim of supporting customers to make use of their loans, improve financial literacy, overcome difficulties and ensure well-being.  Since 2008, CEP has supported more than 1.4 million low-income households with a budget of over 261 billion VND.

Provide for loan customers in the poorest conditions and meet some specific criteria.

CEP serves our clients through 2 models: cluster leaders in residential areas and collaborators in working units:

  • For the working poor: loans are provided in working units by Trade Unions. CEP’s collaborators are executive committees at units that support CEP to deliver loans to customers.
  • For the low-income members: loans are provided in residential areas through local authorities. Cluster leaders who have a good reputation in residential areas, support CEP to deliver loans to customers.
